Constitutional Courts of Kazakhstan and Korea Agree to Enhance Cooperation in the Field of Constitutional Justice

Chairperson of the Constitutional Court of the Republic of Kazakhstan Elvira Azimova paid a working visit to the Republic of Korea on November 11-12, 2025.

While in Seoul, she met with the President of the Constitutional Court of the Republic of Korea, Mr. Sanghwan Kim.

Elvira Azimova informed the Korean side about the legal reforms underway in Kazakhstan, the activities of the constitutional review body in the context of the 2022 constitutional reform, as well as the practice of implementing the Constitutional Court’s decisions by state bodies.

Mr. Kim, in turn, expressed the Constitutional Court of Korea’s interest in further developing bilateral cooperation, emphasizing the effectiveness of mutual familiarization visits between representatives of the two countries’ constitutional courts.

Following the meeting, a Memorandum of Understanding was signed, confirming the parties’ commitment to strengthening cooperation and dialogue in the field of constitutional justice.

As part of her visit Elvira Azimova delivered a lecture at the Constitutional Court for judges, constitutional law researchers of the Korean constitutional review body, and staff of its Secretariat.

During her presentation, Elvira Azimova provided a detailed overview of the features of constitutional review in the Republic of Kazakhstan. In particular, she spoke about the activities of the Constitutional Court, its mandate, the procedure for considering submissions from various entities, and the practice of constitutional proceedings. Several final decisions of the Constitutional Court were presented as examples.

During the question and answer session, the participants exchanged views on the opportunities for cooperation.

Moreover , Elvira Azimova met with the Chief Justice of the Supreme Court of the Republic of Korea, Mr. Cho Hee-dae.

Both parties expressed confidence that the meeting would serve as a solid foundation for further strengthening cooperation between the judicial authorities of Kazakhstan and the Republic of Korea, as well as for exchanging experience in the field of constitutional and judicial justice.

Overall, Elvira Azimova’s visit to Korea strengthened the bilateral dialogue in the field of constitutional justice and laid a solid foundation for expanding future cooperation between the judicial authorities of the two countries. The signed Memorandum reaffirmed the parties’ commitment to deepening the exchange of experience and advancing collaboration in the development of legal institutions.
