Dear readers, 2016 has been an eventful year
in the world and in bilateral relations. The Republic
of Belarus and the Republic of Korea maintained
dynamic and fruitful cooperation. A number of
events such as 4-th Session of the Joint Committee
of the Republic of Belarus and the Republic of Korea, 5-th
Belarus Science and Technology Forum, etc. were held. Our
countries started new joint projects in the IT field.
In the upcoming year of 2017 Belarus and Korea will celebrate
25 th anniversary of establishing diplomatic relations. I think that
this landmark of our bilateral ties is the best moment for bringing
Belarus - Korean
cooperation to a new level, amplifying it with new successful projects
in various fields.
My sincere hope is that the year 2017 will provide Koreans with an
opportunity to get to know Belarus better as a beautiful country with
rich cultural and historical heritage, with its own unique identity, as
a reliable business partner
and as a place worth visiting. The Embassy of the Republic of Belarus
will do its utmost in making our countries closer to each other.

Dear all: On behalf of the government
of Colombia and on my own I would like
to convey our warm message to the
Korean Government by the ending of 2016 and the beginning of 2017.
Another year filled with achievements in our bilateral relation has passed. The entry
into force of our bilateral agreement, the new areas of cooperation, and the
common goals have made 2016 a special year, and I wish for both countries to
continue to do so.
Colombia has reached a peace agreement ending Colombia’s half-century-long civil war that is expected to bring many benefits to Colombia, including
improved rule of law, security, and increased investment.
One of the areas under negotiation as part of the peace process is comprehensive
agricultural development. Therefore, a number of large agricultural development
projects are planned as part of the government’s post-conflict strategy. The goal is to increase the production and open new markets
to these goods that have the potential to improve the standard of living for
about 20 percent of the Colombian population that lives in rural areas affected by war.
The peace process already improved business environment in Colombia giving
us the potential to open a number of new opportunities to Korean companies. We
hope that peace will improve investment, trade and tourism between our countries.
Opportunities are ahead us and we will open the pages of the 2017 new book. Both
countries will write words on it creating a better working environment moving
forward on fulfilling the common purposes of the bilateral relation.

Republic of Costa Rica
to the Republic of Korea
2016 marks an important milestone in
the strengthening of bilateral relations
between Korea and Costa Rica, especially
in the political and economic fields. President Solís and the First Lady conducted a successful Official Visit to Korea last October.
As a result, both nations agreed to elevate their diplomatic relations to a
“Comprehensive Cooperation Partnership”. A bilateral taskforce was constituted
to guarantee a strategic planning of cooperation. Efforts are also underway to
advance triangular cooperation initiatives. A Foreign Trade Promotion Office was
inaugurated at the new premises of the Costa Rican Embassy in Seoul. Lastly,
Korea and Central America concluded FTA negotiations in November. We look
forward to a prosperous 2017, during which we will commemorate the 55th anniversary
of the establishment of diplomatic relations between our nations.

It is my pleasure to wish the “Seoul City Magazine” further success along 2017.
The magazine is a solid support to Ambassadors in their endeavor to enhance
cooperation between their nations and South Korea.
The relations between Egypt and Korea witnessed an outstanding shift last year
with the visit of Egypt’s President which created a strong momentum to bilateral cooperation.
A mutual political will to further consolidate bilateral cooperation was highly r
eflected in the announcement during the visit of upgrading the relations to a
“Comprehensive Cooperative Partnership”. Expectations for 2017 are too high
since there are huge potentials for cooperation especially in the economic field.
Egypt, with its unique geographical location at the centre of the world’s routes and preferential bilateral and multilateral trade agreements with the
Unites States, European Union and other Arab-African Countries, is an attractive destination for foreign investment; it offers
an exceptional opportunity for Korean products to access key global markets,.
In 2017 should witness the implementation of various projects. On top comes
the Egyptian - Korean Technological College, development of Alexandria Port,
and the modernization of railway signal system. Other potential fields are the
Cairo Metro line 5, a photovoltaic power plant, and projects in the field of water
desalination and waste water treatment plants.
The train for consolidating the partnership between our two nations has gained
high speed and together we will keep it speedy on track. All best wishes to Korea,
its nice people, the people of Seoul and their reputed magazine.

Kyrgyz Republic to the Republic of Korea
Happy New Year!
10 months have passed since I arrived in
Seoul last year in February.
During this period, I visited many places all
around Korea and met with many Korean politicians, businessmen and dignitaries
and I myself have paid utmost efforts for enhancing economic cooperation and
cultural exchanges between two countries.The Kyrgyz Republic and the Republic
of Korea are actively cooperating within the framework of international organizations
and regional associations. We strongly support the activities of cooperation Forum
"Central Asia + Korea Republic" jubilee 10th meeting of which took place this fall.
The Republic of Korea has made an invaluable contribution to the development of
our state. KOICA project to strengthen the transparency of the electoral system
made possible first time in our history the holding fair parliamentary electionsand
the referendum on amendments to the Constitution in 2016. The Republic of Korea
has also agreed to our request to continue to assist in this area, so this year we
began a project on issuing ID cards and biometric passports, which will help
strengthen the foundations of the state.
We are very interested in the way of economic development of Korea and ready
to use the experience of the "Movement for a new village - Saemaul" advanced
technology in the field of agriculture, energy etc.
This year marks the 25th anniversary of establishment of Kyrgyz-Korean diplomatic relations. I am determined to declare in this commemorative
year that I will boost bilateral relations much more better through realizing mutual
high level visits in both sides, strengthening business relations, hosting various
cultural activities that will greatly contribute to the development of cultural
cooperation, inter-ethnic dialogue, strengthening of friendship and the spiritual unity of peoples
of the two countries. Taking this opportunity, I’d like to extend to all readers of the Seoul city

H.E. Mr.Tsakhiagiin Elbegdorj has visited the Republic of Korea, and the
President of the Republic of Korea H.E. Ms.Park Geun-hye as well has visited Mongolia to attend the 11th Asia-Europe Meeting (ASEM11). Moreover, 2016 has witnessed a numerous
visits hosted at the parliamentary and governmental levels. Such fundamental
visits have been resulted in consolidating and fostering comprehensive
partnership relations between the two countries, increasing economic projects
and programs and diversifying their contents, boosting reciprocal travels
among two nationals, and opening a new direct flight between Ulaanbaatar
and Busan. I am pleased to note that our two countries commenced joint
study on the possibility of concluding an Economic Partnership Agreement.
I am absolutely convinced that over the year 2017 Mongolia-Korea relations will witness more progress by seizing new opportunities
and potentials through bilateral and regional cooperation.

This is a time of year when our hearts overflow
with feelings of warmth and happiness, as we
celebrate the end of one year and the beginning
of another, I avail this opportunity to extend on behalf of my wife Ana Lorena and
all the staff at the Embassy and my own best wishes to the Government and the
People of the Republic of Korea,may the New Year bring the joy, hope and prosperity
and continued success on our excellent bilateral relations.Korea is the second
commercial partner of Panama in Asia, second only to China; the sixth user of
the Panama Canal being a major trading partner in our logistics operations and
redistribution of Korean goods to Latin America from the Colon free zone.
According to figures from the Ministry of Commerce, industry and Energy of the
year 2009-2015, the Republic of Korea accumulated investment in Panama of 3,288.00
million US Dollars in different sectors of the Panamanian economy
With the FTA between Korea and the Central American Countries signed this
past November, will deepen greater investments in businesses for goods, services
and technology products of the Treaty; Korean companies based in Panama will
have greater legal certainty in their business and investment.
2017 will definitely mark a very important juncture and the beginning of a new
agenda on sustainable development, through leadership and an
active bilateral diplomacy.

To the Republic of Korea
Season Geetings and Happy New Year for the
authorities, journalist and readers of The
Seoul City Magazine from the Embassy of the
Republic of Paraguay to the Republic of Korea.
Paraguay and Korea are strategic partners and
many world affairs, and we invite Korean and
Asian companies and investors to come do business in Paraguay.
In terms of political issues, Paraguay supports the Republic of Korea in the multilateral
organizations and in the United Nations, this Paraguayan foreign policy will not
change during next year, 2017. The Korean government cooperates with Paraguayan
people in many areas such as; education, health, infrastructure and others.
The government of Paraguay has set three main goals: to drastically decrease the
poverty levels in Paraguay; to achieve strong economic growth through social
inclusion, and to open the Paraguayan market to the world. There have been some
notable successes; total poverty has been decreasing steadily but some regions of
Paraguay need stronger intervention in terms of health, education, roads and
especially drinking water. In these fields, we have the strong support from KOICA.
Paraguay is a landlocked country in the center of South America. In terms of
territory is 4 times bigger than South Korea, but in terms of population, Paraguay
has less than 15% of the Korean. We have made great progress in positioning
ourselves as a partner for bigger economies. For example, Paraguay is
integrated into Brazil’s industrial supply chain such as auto parts and machinery, clothing, toys, plastics
and general manufacturing, adding competitiveness to the economy of our major
trading partner. We are also recognized as an efficient and major logistics hub
for river cargo.
Today 25% of our GDP is agri-business related, while our services and commercial sectors add up to 50%.
Industry is becoming a force and a contributor with 12% and we are seeing
steady growth in this area. Paraguay has enormous potential for auto parts
manufacturing, food and agri-business, plastics, electro-intensive industries
and clothing.
During the year 2017, this Embassy, together with Korean companies and
institutions, will work in these areas and will promote the tourism sector,
to give more opportunities to the people and companies of both countries.

Ladies and Gentlemen, Distinguished Korean

With great satisfaction I can say that past 12
months was an intensive yet fruitful time for Polish-Korean relations. In 2016 we have hosted
two high level visits from Poland. The
Deputy Prime Minister and Minister of Culture came to Korea in June. In October
Minister of Foreign Affairs visited Seoul. His visit coincided with the opening of
direct flight connection between Warsaw and Seoul by “LOT” Polish Airlines. Also,
the “Action Plan for the Implementation of the Polish-Korean Strategic Partnership
for the years 2017-2020”, already second such document, was signed then.
In 2016 positive trends in our bilateral economic cooperation continued led by
the LG Chem decision to start construction of an Electric Vehicle battery plant in
Wrocław. Ladies and Gentlemen, They are only a few,perhaps most notable,examples of
Polish-Korean cooperation in 2016. Although every new year brings their own
opportunities and challenges, these achievements make me confident about
the future of our bilateral relations. To conclude, let me wish you the best of luck
and many successes in the new year.

astern Economic Forum. The two leaders reaffirmed the priority of bilateral

The cooperation in the fields of scientific research, ICT, environment, health,
forestry, culture and press on the right track.
I should particularly highlight the ongoing important projects sponsored by the
KOICA in coordination with the Tunisian relevant Authorities mainly in the field
of e-Government through setting up of an e-procurement system, e-people
platform aiming at enhancing transparency and good governance in Tunisia.
The Tunisian Embassy in Seoul will do all the necessary efforts in cooperation
withthe concerned Korean entities to make 2017 a milestone year toward the
uplifting of the economic ties which don’t yet reflect the real potentialities embedded by the two markets, and
encourage Korean investors to explore the numerous opportunities offered by
the Tunisian site,particularly in light of The International Conference held in
Tunisia on investment (29th-30th of November 2016).
I would also like to convey my best wishes of further achievements to
Seoul City Magazine and reiterate my appreciation and sincere gratitude
for its efforts to contribute to the promotion of the Tunisian-Korean
relationships.
Finally I wish that the voice of reason and resorting to international legality
will prevail to decrease tensions in the world and allow the international
community to tackle the serious development challenges it is facing such
as mounting terrorism, poverty, climate change, diseasesfor a better
and more just world.
